At the annual meeting of NAFSA: Association of International Educators, held in Minneapolis, Minnesota, May 29–June 1, Jean Gounard, director, International Student Affairs, chaired the annual business meeting of the NAFSA Francophone World Special Interest Group, where, subsequently, he was re-elected chair of the NAFSA Francophone World Special Interest Group. During that meeting, official representatives from the French Embassy in Washington, D.C., from l'Agence Universitaire de la Francophonie, from NAFSA, and from l'Organisation Internationale de la Francophonie at the United Nations spoke on key aspects of the Francophone world and its future. During this meeting, Gounard read a special message from His Excellency Abdou Diouf, Secretary General of l'Organisation Internationale de la Francophonie marking the sixth anniversary of the signature of the Memorandum of Friendship between NAFSA and l'Agence Universitaire de la Francophonie, initiated by Gounard in 2001 since he was already chair of the NAFSA Francophone World Special Interest Group.

This work was done in collaboration with the University at Buffalo’s department of geography.
