Introducing the Daily Bulletin

Welcome to the Daily Bulletin, Buffalo State’s new official communication vehicle. By combining two proven sources of news and information, the Daily and the Bulletin, Buffalo State now has a single official source for university policy, personnel, and curricular matters.

To assist Daily Bulletin readers, some sections are tied to a particular day of the week. Curricular items and actions appear on Thursdays, while faculty achievements run on Wednesdays. Policies may appear on any day.

In addition, the Daily Bulletin highlights stories that showcase the teaching, research, and service accomplishments of the university’s faculty, staff, and students; notable events; profiles of faculty, students, and alumni; athletics news and schedules; and more.

User submissions
As always, faculty and staff may add “Today’s Messages” to the Daily Bulletin. To make this process easier, users now have the ability to: run an item multiple times using a single submission; embed their own hyperlinks; and check spelling as they type their submissions. Selecting run dates for submissions is now a one-step process (no more entering items multiple times!).

Daily Bulletin Debuts Tomorrow

Get ready for a whole new look for the Daily! College Relations will launch the new Daily Bulletin tomorrow, Thursday, April 14. The publication will continue to be delivered to subscribers via e-mail and posted to the web.

Providing faculty and staff with a centralized source for important information each day, the Daily Bulletin will serve as the university’s official communication vehicle.

Expect to see highlighted news stories in every issue and feature sections tied to particular days of the week—curricular items and actions will continue to appear on Thursdays, while faculty achievements run on Wednesdays.

All-College Senate Elections

The electronic voting booth (http://www.buffalostate.edu/collegesenate/x682.xml) for electing a university faculty senator, alternate university faculty senator, and two at-large (campus) senators is now open. Polls will close at 11:59 p.m. Friday, April 15. Anyone wishing to vote by paper ballot should contact the College Senate Office at ext. 5139 or collegesenate@buffalostate.edu, or stop by Cleveland Hall 211.

Curricular Proposal Deadline

From the Chair of the Senate Curriculum Committee
The deadline for all course and program proposals was Tuesday, March 15. Submissions received after that date may not be reviewed until fall 2011. Because of the large number of course and program proposals recently submitted to the College Senate Office, some curricular items that were received by the March 15 deadline may not appear in today’s Daily but will appear in one of the next several issues. We appreciate your understanding. Please call the Senate Office at ext. 5139 with questions.

College Senate Meetings

From the Chair of the College Senate
The next meeting of the College Senate will be held at 3:00 p.m. tomorrow, April 8, in Classroom Building C122. Please note the location change for this meeting only. The May 13 Senate meeting will return to E. H. Butler Library 210, with a 2:00 p.m. start time. The annual Senate Caucus will also take place on May 13, at 12:30 p.m., prior to the Senate meeting, in E. H. Butler Library 210.

Honoraria Reporting

To comply with the New York State Commission on Public Integrity regulations (Title 19 NYCRR Part 930 of the Public Officers Law), the university is required to annually report honoraria received by full-time faculty and professional and management/confidential employees. An honorarium is defined as “a payment, fee or other compensation given to an individual for services rendered not related to the individual’s official state duties.” It also includes payment for travel expenses when the expenses incurred are unrelated to the employee’s duties.

Examples of honoraria include compensation for delivering a speech, writing an article, or attending a meeting. Honoraria does not include salary, wages, or fees earned from outside employment. Faculty are not required to declare honoraria received within their academic disciplines.

Although reporting honoraria is required, obtaining prior approval of requests to receive honoraria is optional rather than mandatory. However, the university encourages employees to seek prior approval from the president’s designee (your respective vice president) before engaging in an activity that leads to the receipt of honoraria.  

If you receive honoraria during the period April 1, 2010, through March 31, 2011, and do not request prior approval from your vice president, you will be required to report the source, date, and amount of honoraria received to your vice president by May 9, 2011.

Animals Prohibited Within State Facilities

There have been recent reports of employees bringing dogs, cats, and other pets to their workplace. Please be advised that animals are prohibited at Buffalo State College, and within all state facilities. New York State Codes, Rules, and Regulations § 300-3.1 (k) states:

“No person shall introduce or possess any animal within a state facility except for service animals and police and fire dogs under the control of their handler, without authorization from the commissioner. No person shall abandon an animal on state property.”  

Subdivisions (o) and (e) of section § 300-1.2 state: 

“(o) Service animal shall mean any guide dog, signal dog, or other animal individually trained to do work or perform tasks for the benefit of an individual with a disability.

(e) Disability shall mean (i) a physical, mental, or medical impairment resulting from anatomical, physiological, genetic, or neurological conditions which prevents the exercise of a normal bodily function or is demonstrable by medically accepted clinical or laboratory diagnostic techniques; (ii) a record of such an impairment; or (iii) a condition regarded by others as such an impairment.”

Purchase Requisition Deadlines

Requisitions for supplies, materials, services, and equipment from fiscal year 2010-2011 funds must be received in the Procurement Office by the close of business on the following dates:

$20,000 or more (non-contract)

Friday, June 3

Furniture orders (all)                                   
Friday, May 27

Purchase requisitions for computer equipment and equipment replacement requirements, as well as purchases through OfficeMax for office supplies, also must adhere to these deadlines.

Important note: It is the responsibility of departments to ensure that all requisitions for fiscal year 2009-10 are received in the Procurement Office by the above deadlines.  Late requisitions will not be processed.  Requests received through campus mail after the deadlines will be returned.
