Purchase Requisition Deadlines: Orders Totaling $20,000 or More (Contract) Due May 27, 2011

Purchase requisitions for computer equipment and equipment replacement requirements, as well as purchases through OfficeMax for office supplies, also must adhere to these deadlines.

Important note: It is the responsibility of departments to ensure that all requisitions for fiscal year 2010-2011 are received in the Procurement Office by the above deadlines.  Late requisitions will not be processed.  Requests received through campus mail after the deadlines will be returned.

New Food Service Provider Announced

Buffalo State College’s food service agreement with Sodexo Inc. is scheduled to expire May 31, 2011; the university, therefore, issued a Request for Proposal (RFP) for a Total Food and Beverage Service Program in November 2010. Two responses were received—one from Compass Group Inc., USA Inc., d/b/a Chartwells http://www.chartwellshighereducation.com, and one from Sodexo Inc., the current provider of food service for Buffalo State.

A 12-member Food Service RFP Review Committee made up of faculty, staff, students, and a community representative studied, individually rated, and discussed the technical portions of each submitted proposal. The review committee’s ratings, when combined with a formulaic rating of submitted financial criteria, yielded a definitive preferred candidate. This process was executed in compliance with, and with guidance from, the Office of the New York State Comptroller. The results of thorough analysis of all technical and financial criteria concluded that the proposal submitted by Chartwells fulfills the conditions of the RFP, exceeds requirements in many ways, and would realize the best interests of Buffalo State.

I am pleased to notify the Buffalo State community that the college plans to enter into a 10-year agreement with Chartwells to commence on June 1, 2011, under the terms and conditions established in the agreement, the RFP, and the proposal.

To accommodate the transition of computer, electronic banking, and other systems, the following schedule of food service operations will be followed during late May and early June:

Monday, May 23–Wednesday, May 25: Jazzman’s in the Campbell Student Union, as well as Java-U at Barnes and Noble and Moura’s New York Deli and Café at the Burchfield Penney Art Center, will be in operation.*

Thursday, May 26–Tuesday, May 31: Java-U at Barnes and Noble and Moura’s New York Deli and Café at the Burchfield Penney Art Center will be in operation.* No food service will be available in the Campbell Student Union, the Science Building, Rockwell Hall, or the Sports Arena.

Wednesday, June 1–Friday, June 3: The new Spot Coffee in the Campbell Student Union, as well as Java-U at Barnes and Noble and Moura’s New York Deli and Café at the Burchfield Penney Art Center, will be in operation.*

Monday, June 6: Retail food service, board service, and catering services begin under Chartwells. Java-U at Barnes and Noble and Moura’s New York Deli and Café at the Burchfield Penney Art Center will continue regular operation.*

In addition, while all student and staff Bengal Bucks and board plan balances will transfer from Sodexo to Chartwells, these funds will not be available from May 23 through June 6. We appreciate your patience as the college transitions to its new food service provider.

Monday through Thursday: 8:30 a.m.–4:00 p.m.
Friday: 8:30 a.m.–3:00 p.m.

College Senate Meeting

ANGEL Unavailable May 15-23

In order to provide improved support and significant cost savings, the campus will migrate ANGEL to SUNY ITEC’s hosting service. This migration will take one week and will occur from Sunday, May 15, at 11:59 p.m. through Monday, May 23.

During this time, ANGEL will be completely unavailable. No one will be able to login to ANGEL. Faculty and students will not be able to enter grades, view grades, retrieve grades, or download grades. There will be no access to drop boxes or submitted papers/projects/exams. Students will not be able to submit papers/projects/exams to drop boxes or to take assessments/exams/course evaluation surveys through ANGEL during this time.

Faculty who use ANGEL can prepare now by reviewing syllabi, taking note of dates that require students to use ANGEL between May 15 and May 23.

Student paper/assignment submission: Tell students to submit papers to you directly via Buffalo State e-mail.

Faculty grading: Before Sunday, May 15, print out a copy of your ANGEL grade book and export a copy to Excel so you have access to grades outside of ANGEL.

Faculty accessing assignments stored in ANGEL: Before Sunday, May 15, export all drop box submissions and save to a flash drive or your computer.

Faculty and Staff Appeal 2011

Thank you so much for your heartwarming response to the 2011 Faculty and Staff Appeal! I am grateful for each and every gift received, no matter what the amount. Each gift is important. Each gift makes a difference to one of our students.

With more than 500 of our Buffalo State colleagues participating in the campaign so far, our Faculty and Staff Appeal is once again one of the most successful in all of the SUNY system. That commitment speaks volumes to others: it says you believe in our campus, our students, and our future.

We are just 10 percent away from our goal. The campaign ends May 1, so if you haven’t made your gift yet, time is quickly winding down. Please remember that you can make a one-time gift or use payroll deduction to join your colleagues in supporting our students.

Multiple New York State budget cuts make private support more important than ever before, especially as the financial need of our students continues to grow. Scholarship support can—and in many cases does—decide whether or not a student attends college. It literally changes lives.

Vehicular Access to Campus Walkways

Buffalo State has recently reviewed and modified its procedures for allowing campus vehicles to access pedestrian walkways. In the future, vehicular access to campus walkways will be more limited. Vehicles, including vendor and auxiliary service vehicles, unauthorized maintenance vehicles, residence hall vehicles, and University Police cars not responding to emergencies will be prohibited from driving on campus walkways.

Those vehicles still permitted to access campus walkways will be emergency response vehicles and maintenance vehicles specifically authorized and required by their tasks to do so.

We appreciate the cooperation of the campus community in implementing this procedure.

College Policy on the Use of Electronic Resources

Introduction
Buffalo State electronic resources (including such services as e-mail, Internet access, and file and print services) are made available to employees to facilitate the official work of the college. These electronic resources are provided for employees and persons legitimately affiliated with the college for the efficient exchange of information and the completion of assigned responsibilities consistent with the mission of the college.

The use of campus electronic resources by any employee or other person authorized by the college must be consistent with this electronic resources policy and other applicable policies.

Principles of Acceptable Use
Buffalo State users of campus electronic resources are required:

  • To respect the privacy of other users: for example, users shall not intentionally seek information on, obtain copies of, or modify files or data belonging to other users unless explicit permission to do so has been obtained.
     
  • To respect the legal protection provided to programs and data by copyright and license.
     
  • To protect data from unauthorized use or disclosure as required by state and federal laws, and SUNY and college regulations.
     
  • To respect the integrity of computing systems: for example, users shall not use or develop programs that harass other users or infiltrate a computer or computing system or damage or alter the software components of a computer or computing system.
     
  • To safeguard their accounts and passwords. Accounts and passwords are normally assigned to single users and are not to be shared with any other person without authorization. Users are expected to report any observations of attempted security violations.

Unacceptable Use
It is not acceptable to use Buffalo State electronic resources:

  • For activities unrelated to the college mission.
     
  • For activities unrelated to official assignments or job responsibilities.
     
  • For any illegal purpose.
     
  • To transmit threatening, obscene, or harassing materials or correspondence.
     
  • For unauthorized distribution of NYS data and information.
     
  • To interfere with or disrupt network users, services, or equipment.
     
  • For private purposes such as marketing or business transactions.
     
  • For solicitation of religious or political causes.
     
  • For unauthorized not-for-profit business activities.
     
  • For private advertising of products or services.
     
  • For any activity meant to foster personal gain.

E-mail Privacy and Access
E-mail messages are not personal or private. E-mail system administrators will not routinely monitor individual staff members' e-mail and will take reasonable precautions to protect the privacy of e-mail; however, program managers and technical staff may access an employee's e-mail:

  • For a legitimate business purpose (e.g., the need to access information when an employee is absent for an extended period of time).
     
  • To diagnose and resolve technical problems involving system hardware, software, or communications.
     
  • To investigate possible misuse of e-mail when a reasonable suspicion of abuse exists, or in conjunction with an approved investigation.

Staff members are prohibited from accessing another user's e-mail without his or her permission.

Staff members must not e-mail personally identifiable and protected information (such as SSN, date of birth, driver’s license number, class schedule, grades, health information, etc.) unless the data is in encrypted format. E-mail messages sent or received in conjunction with college business may:

  • Be releasable to the public under the Freedom of Information Law.
     
  • Require special measures to comply with the Personal Privacy Protection Law.

All e-mail messages including personal communications may be subject to discovery proceedings in legal actions.

Management and Retention of E-mail Communications
Applicable to all e-mail messages and attachments:
Since e-mail is a communication system, messages should not be retained for extended periods of time. If a user needs to retain information in an e-mail message for an extended period, the message should be transferred from the e-mail system to an appropriate electronic or other filing system.

Applicable to records communicated via e-mail:
E-mail created or received in the normal course of official business and retained as evidence of official operations, functions, policies, procedures, actions, decisions, transactions, or other activities are records subject to records management requirements under the New York State Arts and Cultural Affairs Law (Article 57-A) and specific program requirements. The SUNY policy on records retention and disposition is available at http://www.buffalostate.edu/recordspolicy.

The Buffalo State e-mail address is the only one that is recognized by the college. Therefore, faculty and staff must use the Buffalo State e-mail address when corresponding via e-mail in an official capacity with students, and must not copy any additional outside e-mail addresses. Inquiries from outside e-mail addresses should be treated as public inquiries–only general information (no student-specific information) may be shared in the response.
The college has developed electronic letterhead to be used for the electronic distribution of official college documents (records). The letterhead is available at http://www.buffalostate.edu/collegerelations/x861.xml and should be used in Word or e-mail documents that are to be distributed in electronic format only. Questions regarding electronic letterhead usage should be directed to the College Relations Office, Cleveland Hall 307, ext. 4201, or collrel@buffalostate.edu.

Examples of messages sent by e-mail that typically are records include:

  • Policies and directives.
     
  • Correspondence or memoranda related to official business.
     
  • Work schedules and assignments.
     
  • Agendas and minutes of meetings.
     
  • Any document that initiates, authorizes, or completes a business transaction.
     
  • Final reports or recommendations.

Some examples of messages that typically do not constitute records are:

  • Personal messages and announcements.
     
  • Copies or extracts of documents distributed for convenience or reference.
     
  • Phone message slips.
     
  • Announcements of social events.

Record Retention
Records communicated using e-mail need to be identified, managed, protected, and retained in accordance with New York State Law and SUNY policy (http://www.buffalostate.edu/recordspolicy).

Users should:

  • Delete e-mails after messages and attachments are opened and records have been saved in an appropriate electronic or paper file outside the e-mail system. Messages and attachments which are records should be maintained and disposed of consistent with applicable schedules for those records (http://www.buffalostate.edu/recordspolicy).
     
  • Delete transitory e-mails—those that do not contain records of official operations or functions—when they are no longer needed. Many e-mail communications are not records and are therefore suitable for immediate destruction.

Agency Rights
Pursuant to the Electronic Communications Privacy Act of 1986 (18 USC 2510 et seq.), notice is hereby given that there are NO facilities provided by this system for sending or receiving private or confidential electronic communications.

The college reserves the right to log network use and monitor file server space utilization by users and assumes no responsibility or liability for files lost due to violation of file server space allotments.

The college reserves the right to remove a user account or device from the network.

The college will not be responsible for any damages that result from the use of campus electronic resources. This includes the loss of data resulting from delays, non-deliveries, or service interruptions caused by negligence, errors, or omissions. Use of any information obtained is at the user's risk.

Enforcement and Violations
This policy is intended to be illustrative of the range of acceptable and unacceptable uses of the electronic facilities and is not necessarily exhaustive. Questions about specific uses related to security issues not enumerated in this policy statement and reports of specific unacceptable uses should be directed to the associate vice president for computing and technology services. Other questions about appropriate use should be directed to your supervisor.

The college will review alleged violations of the Policy on the Use of Electronic Resources on a case-by-case basis. Clear violations of the policy that are not promptly remedied may result in termination of network access for the person(s) at fault and referral for disciplinary actions as appropriate.

Save the Date: SUNY Report Card, May 17

The SUNY Report Card will allow New Yorkers to annually hold the University accountable for the progress it pledges to make as outlined in The Power of SUNY, the strategic plan that will drive SUNY for the next five years and guide it for the next decade. This first report card will set a baseline using both external and internal metrics identified by stakeholders across the state and related to the plan’s Six Big Ideas. The launch event, which will be held on Tuesday, May 17, at 10:00 a.m., will bring this concept to the entire SUNY family so that anyone can participate via webcast and social media.
