Purchase Requisition Deadlines: Orders Totaling $20,000 or More (Noncontract) Due May 15

Requisitions for supplies, materials, services, and equipment from fiscal year 2011–2012 funds must be received in the Procurement Office by the close of business on the following dates:

Purchase requisitions for computer equipment and equipment replacement requirements, as well as purchases through OfficeMax for office supplies, also must adhere to these deadlines.

Important note: It is the responsibility of departments to ensure that all requisitions for fiscal year 2011–2012 are received in the Procurement Office by the above deadlines. Late requisitions will not be processed. Requests received through campus mail after the deadlines will be returned.

Underground Utilities Project Begins May 14: Impacts to Traffic and Parking

On Monday, May 14, Buffalo State will begin a rehabilitation of underground utilities in and around the Rockwell Quadrangle. The project will replace outdated utilities in the eastern area of the campus. Virtually all the ground surrounding and surrounded by the five original campus buildings—Ketchum, Bacon, and Rockwell halls; the Donald Savage Building; and Campus House—will be affected.

Listed below are three immediate impacts of the utilities project on campus traffic and parking. Please continue to watch the Daily Bulletin for updates.

Lane Closure on Iroquois Drive: Throughout the week of May 14, and intermittently throughout the construction period, portions of Iroquois Drive will be used for equipment staging, restricting traffic to one lane. Traffic control will be provided by flagmen positioned between Lot T and Lot X. Please drive with extra caution in this area.

Temporary Closure of Lot Y: Lot Y will close Sunday, May 13, to accommodate utility improvements. It is scheduled to reopen during the week of May 21.

Relocation of Lot W Entrance: Lot W will close on Monday, May 14. It is scheduled to reopen at 6:00 a.m. on Tuesday, May 15, with its entrance temporarily relocated to the northwest area of the lot. The regular entrance will be barricaded, and signage will be relocated to the new temporary entry point.

Chief Diversity Officer: Open Forum

Campbell Student Union Renovations

I am pleased to provide an update on the renovations to the Campbell Student Union, which are proceeding as planned. Demolition of the center staircase and adjacent ramps has been completed, and materials are now being brought on site for the new glass and steel staircase. The next phase of the demolition will be to remove the fireplace in the Fireside Lounge on the third floor. The temporary ramp on the outside of the building leading to Residential Dining has been modified to be less obtrusive.  

To ensure the least disruption, the main lobby will be closed to the public after the end of the current semester, beginning Monday, May 14. During this time, building users will have access to the Information Center from the lower lobby side of the facility and the north hall entrance, but not from the entrance facing E. H. Butler Library. Retail Dining will be accessible during this time by two exterior entrances on the Butler Library side and by the lower lobby. Residential Dining will continue to be accessible from the exterior entrance on the Butler Library side. It is projected that the upper lobby will reopen on Sunday, October 14. During this phase of the construction, the ATMs will be moved to the lower lobby near the women’s restroom, with the exception of the HSBC machine, which will be removed by the company as part of its corporate realignment. The vending machines will be moved to the lower lobby near the men’s room.

Rehabilitation of the passenger elevator that provides service to the fourth floor will occur between May 14 and sometime in August. During this time, the elevator will be out of service.

Building users will continue to enjoy wireless connectivity throughout the renovation with only occasional and sporadic breaks in service while wiring is rerouted.

We thank you for your patience as we continue to make improvements to facilities at Buffalo State. We look forward to the full renovation of the Campbell Student Union in spring 2013.

Senate Intellectual Foundations Proposal Now Goes to the Senate

The College Senate Curriculum Committee (CSCC) presented its Intellectual Foundations proposal for initial discussion at the April 13 College Senate meeting, and an open forum was held on April 26 during Bengal Pause in Bulger Communication Center. This proposal is available for your review on the College Senate home page.

The CSCC is expected to present its final IF proposal for a vote at the May 11 meeting of the College Senate. If the proposal is endorsed by the Senate and approved by the president, it will be implemented in fall 2013. You are encouraged to contact your senator(s) with your feedback concerning this proposal.

Grading (Internal Controls)

The Internal Control Act of the State of New York establishes certain standards that define a
minimum level of quality acceptability for internal control systems. These internal control standards
apply to all operations and administrative functions.

Among these standards is the one for execution of transactions and events. Specifically, transactions
and other events are to be authorized and executed only by persons acting within the scope of their
authority. Another standard provides that all transactions and other significant events must be
clearly documented and that the documentation be readily available for examination.

Grading and grades constitute administrative functions that are subject to the internal control
standards. The advent of online grading makes it all the more important that these standards be
explicated and followed. Therefore:

  • The entry of grades for students taking any coursework at Buffalo State College or any subsidiary thereof must be carried out by the faculty member in whose course the student is registered.
  • The faculty member is responsible for understanding how to submit grades in Banner. Difficulty in submitting grades in Banner is not an excuse for failure to submit grades.
  • The faculty member is responsible for ensuring that grades are submitted by the stated deadline.
  • In the event that the faculty member is for any reason unable to personally enter these grades, a delegate must be named. This delegation must be approved in advance by the faculty member’s department chair and dean.

The process for this approval is as follows:

The faculty member shall, no later than two weeks prior to CEP (Critique and Evaluation Period), petition in writing to the dean via the department chair for permission to delegate to a specific individual. If approved, the faculty member and the delegate shall be advised in writing. The original request to delegate grading and a proven copy of the approval shall be retained in the dean’s office for inspection as needed. The two-week deadline may be waived by the dean in emergency situations.

Under no circumstances may a faculty member delegate grading entry responsibility to an employee who is a student at the college.
