Flex-Spending Account Open Enrollment for 2021 Ends Today

Open enrollment for the 2021 NYS Flex Spending Account (FSA) ends at 10:00 p.m. today, November 30. This is your final chance to enroll for the 2021 plan year. The FSA program helps state employees save money on necessary health- or dependent-care expenses because the money set aside in these accounts is not subject to federal, state, or Social Security taxes.

The Flex Spending Account offers three benefits:

The Health Care Spending Account (HCSAccount) allows employees to set aside from $100 to $2,750 annually in pretax salary to pay for eligible health-care expenses that are not reimbursed by health insurance.

The Dependent Care Advantage Account (DCAAccount) allows employees to set aside up to $5,000 annually in pretax salary for eligible child care, elder care, or disabled dependent care expenses. Based on salary, the employer contribution will provide up to $800 for M/C employees and those represented by CSEA, UUP, NYSCOPBA, and GSEU for the 2021 plan year.

The Adoption Advantage Account allows employees to set aside up to $14,300 to pay for expenses related to the adoption of an eligible child with pre-tax dollars. This benefit is available to M/C employees and those represented by CSEA, UUP and NYSCOPBA.

Important note: Employees who do not work for 26 consecutive pay periods should consider electing a shorter time frame for their deductions so they do not lose coverage while off the payroll. For example, faculty members who are not paid through the summer should elect to have all deductions taken in the spring semester in order to have coverage for all of 2021.

Participants currently enrolled in the HCSAccount or DCAAccount must re-enroll to continue benefits in 2021.

Paperless enrollment is quick, easy, and secure. For program details or to enroll in the FSA, please visit the FSA website or call the FSA hotline at (800) 358-7202.

Textbook, Course Material Information Is Due Now

Faculty members, please submit your course material information to the Barnes & Noble at Buffalo State Bookstore today. Early adoption allows us to get and keep as many used books as possible on our shelves. Used rental books are students' most cost-effective and preferred purchase option. You can help us obtain used inventory and hang on to our used rental returns by submitting your course material information early. To comply with the Higher Education Opportunity Act, we are required to have book information available to our students at registration. The bookstore website is the college's source for this information. More important, our students rely on this information when budgeting and planning for the upcoming semester.

COVID-19 Testing of Buffalo State Employees

In accordance with a directive from the State University of New York, all state-operated SUNY campuses, including Buffalo State College, will conduct testing of employees who are required to report in person to campus to complete some or all of their work obligation. This directive is effective immediately and continues through December 31, 2020.

Because of the critical need to quickly identify and control the spread of the COVID-19 infection, SUNY has established agreements with UUP, CSEA, PBANYS, and PEF to conduct mandatory testing of represented employees. Management Confidential (M/C) employees are also included in the mandatory testing.

To detect COVID-19 cases and identify asymptomatic carriers, Buffalo State has implemented regular surveillance testing via self-administered saliva tests. Pool testing—combining samples from several people and conducting one laboratory test on the combined pool of samples—will be used to quickly identify and address potential outbreaks within our campus population.

We will collect the samples, which will then be pooled and assessed at a laboratory. Results from the pools are expected to be returned confidentially within 48 hours of receipt. We are in the process of coordinating the logistics of sample collection.

When you are selected to participate in pool testing, you will receive an e-mail informing you of the date, time, and location of your test, along with relevant instructions. If you are reporting to campus on the assigned date, and the time of the test is during your regular work hours, you are required to complete the test. All testing must be completed during the assigned time frame.

Please note that Buffalo State is extending the opportunity to be tested to all campus employees including those represented by NYSCOPBA and staff members of the Buffalo State College Foundation and SUNY Research Foundation at Buffalo State. These employees are strongly encouraged to participate.

On your testing date, if you answer “yes” to any of the health screening questions on the Daily Health Screening Questionnaire—indicating that you may have been exposed to COVID-19—please do not report to work or for testing.

Spotlight on Community-Engaged Faculty and Community Partners: Population Health Collaborative

Throughout the academic year, the Civic and Community Engagement Office will highlight the efforts of our community-engaged and service-learning faculty members and community partners. We are grateful to all our faculty members who are engaged in this important work.

This semester, the Population Health Collaborative (PHC) has partnered with HEW 412: Community Health Promotion Programs, taught by Jonathan Lindner, adjunct lecturer in Health, Nutrition, and Dietetics and senior coordinator of health promotion programs in the Institute for Community Health Promotion (ICHP).

The PHC, composed of not-for-profit and for-profit agencies, is working to improve regional health outcomes through the work of its Live Well WNY Task Force and 3-4-50 initiative. Live Well WNY is a collective movement that strives to reduce the impact of chronic disease in the eight counties of Western New York by using existing resources that help people make positive choices to be tobacco-free and physically active, and to pursue healthful diets. 

As part of these PHC initiatives, the students in HEW 412 are developing a media-messaging campaign that addresses physical and mental well-being of youth and adults in our community. In addition to this semester’s campaign, the PHC is working with them to gather information that is then used to develop and implement regional strategies for population health improvement. Specifically, HEW 412 students have created targeted public service announcement videos highlighting the importance of physical activity and nutrition. The varied work of the students with the organization’s staff connects to the Population Health Collaborative’s mission to connect diverse perspectives, experiences, and resources in creating a healthier Western New York.

Diversity Dialogue: 'How to Be an Effective Ally in This Space' - October 27

All Buffalo State College faculty and staff members are invited to the second Diversity Dialogue (PDF, 685 KB) of the semester, “How to Be an Effective Ally in This Space,” with Naila Ansari, assistant professor of theater, on Tuesday, October 27, from 6:00 to 7:30 p.m. via Zoom videoconference. RSVP is required.

Ms. Ansari is a native of Buffalo, New York, who graduated with an M.F.A. in dance from the University at Buffalo with a Departmental Distinction for her thesis, "The Movement of Joy." Most recently, she has had two publications in Theatre Journal and has had her choreography performed at the Kennedy Center in Washington, D.C.

These Diversity Dialogues are a way to highlight Buffalo State faculty members' work and engage in meaningful and sometimes difficult conversations on contemporary topics. We hope you will join us!

Spending Constraints in Butler library

Given the financial hardship on campus during the COVID-19 pandemic, Butler Library, along with other departments, has been asked to reduce its spending costs in anticipation of an expected budget shortfall.

Consequently, we must make difficult decisions for the renewal of library resources, and regrettably may need to cancel some high-cost products until we can confirm budget stability.

Librarians and staff members will put forth every effort to justify our costs based on historical feedback from faculty and departments, and we promise to review any reduced services a year from now, when more reliable financial forecasts are available.

The following individual journal subscriptions have been canceled because of low use or duplication:

We will retain perpetual access to many of these titles for the years we were subscribed, and there is extensive coverage for many in our various journal aggregators. Access to front-list content can be obtained through our Interlibrary Loan Service.

These cancellations need not be permanent; some access may be restored during our annual review in 2021.
