College Senate Vacancies: Call for Nominations April 1-12

One University Faculty Senate, one alternate University Faculty Senate, and three at-large College Senate positions will become vacant on August 26.

The university faculty senator is a senator within both the College Senate at Buffalo State and the SUNY University Faculty Senate. The alternate attends SUNY University Faculty Senate meetings only in the absence of the university faculty senator. All full-time academic and professional employees (PSC) are eligible to run for these seats.

At-large senators represent the entirety of the college. All full-time faculty and professional employees (PSC) are eligible to seek at-large senator positions provided they meet other eligibility requirements (see below). Please note that two at-large senators will be elected to full three-year terms. The third at-large senator will complete the final two years of a vacated College Senate seat.

A call for nominations and information about candidates’ statements can be found on the College Senate website. The call for nominations for all positions begins on Monday, April 1, and continues through 5:00 p.m. Friday, April 12. Elections for these positions will run from 12:01 a.m. Monday, April 22, to 11:59 p.m. Friday, April 26.

Eligibility: Current College Senate members who are completing two consecutive terms in their respective positions are not eligible for reelection. For additional information on eligibility requirements, please consult the College Senate bylaws.

Campaigning: The College Senate Elections and Bylaws Committee strongly discourages using college e-mail services for campaigning. Please limit campaigning to the candidate statement posted on the College Senate website (available to the college community on Monday, April 15).

Individuals running for a senator position in another election may not also run for at-large senator or university faculty senator positions while the other election is being conducted. If the other election concludes during the period when nominations for at-large or university faculty senators are still being accepted, eligible individuals may self-nominate for either position.

Establishment of Online Oversight Committee

We are pleased to announce the formation of an Online Oversight Committee to advise on multiple items related to distance education. This action was recommended in a number of reports in the past few years. The need for an advisory group became more apparent during our recent Middle States review and as a result of new system initiatives being advanced by SUNY.

The charges of the Online Oversight Committee (advisory to the provost and chief information officer) are as follows:

  • To guide Buffalo State efforts in online education
  • To serve as an advisory entity for all facets of online learning (policies, practices, protocols)
  • To integrate Buffalo State planning with SUNY initiatives in online education

Membership on the Online Oversight Committee is expected to include faculty (8–10), librarians (2), Information Services and Systems (4), deans (2), and representation from campus units such as Continuing Professional Studies, Library and Instructional Technology, the College Senate, Enrollment Management, and others. Plans are to seat the committee soon so that an initial meeting can be held in mid-May.

Once seated, the Online Oversight Committee will give immediate attention to the following:

  • Review of online policies and practices
  • Advice on recommendations in the Middle States Self-Study related to online learning
  • Assistance with formulating goals and strategies for online education for Buffalo State’s next strategic plan

Research Foundation News: RF Communicates with the Campus Community

From the Special Adviser to the Provost for Academic Research Initiatives
The Research Foundation communication series continues this week featuring the RF accounts payable and purchasing office (APPO).

The APPO primarily coordinates "outgoing" transactions in which a principal investigator (PI) is buying supplies, materials, equipment, or contractual services as specified in the award objectives of a sponsored project. These transactions include purchase orders, independent contractor agreements, subcontracts, and travel (domestic or international). APPO is also responsible for payments to vendors, processing of stipends, maintenance of the Oracle supplier file, 1099 tax information, and management of RF vendor checks.

APPO establishes, maintains, and monitors RF purchasing and travel policies for RF projects while ensuring compliance with RF, campus, state, and federal procurement policies and regulations.

Carol Julian is manager of RF accounts payable/purchasing services. She has oversight of APPO operations and is responsible for RF purchasing, accounts payable, and travel functions. Julian ensures compliance with all regulated guidelines and policies.

Sherrie Manka is the accounts payable/purchasing associate. She is responsible for processing all purchase orders, maintaining the open purchase order files, and preparing orders for payment and is our primary contact with outside vendors.

Receipt of Legal Papers and Requests under Freedom of Information Law

The SUNY Office of General Counsel advises that all college offices be notified of the procedures to follow regarding the receipt of legal papers of any kind by a campus employee. Accordingly, Buffalo State’s procedures are as follows:

The associate vice president for finance and management/comptroller is the institution’s official liaison to the Office of General Counsel for the purpose of receipt or service of legal papers on Buffalo State and is responsible for coordinating a campus response, notifying the appropriate campus and external parties. When legal papers of any kind are served upon a campus employee or Buffalo State, the campus liaison should be contacted immediately and the legal papers should be forwarded to the liaison. If the associate vice president for finance and management/comptroller is unavailable, the referral should be made to the assistant vice president for finance and management.

This procedure is especially important when legal papers request personnel files or information on students or are requests made under the USA Patriot Act. Various other rights, such as those afforded by FERPA, the Personal Privacy Protection law, and collective bargaining agreements are involved in those situations.

Requests under Freedom of Information Law
In addition, Buffalo State complies with New York State Freedom of Information Law (FOIL), which requires that all state agencies, including entities within SUNY, make certain records available to the public. Once a request for records has been received, Freedom of Information Law permits Buffalo State five business days in which to acknowledge or respond to the request. To ensure compliance, any campus employee in receipt of a Buffalo State FOIL request should forward it without delay to the senior assistant to the vice president for finance and management, who is the records access officer.
