Receipt of Legal Papers Served on the College

The SUNY Office of University Counsel advises that all college offices should be notified of the procedures to follow regarding the receipt of legal papers of any kind by a campus employee. Accordingly, Buffalo State's procedures are as follows:

The associate vice president for finance and management/comptroller is the college's official liaison to the Office of University Counsel for the purpose of receipt of service of legal papers on the college, notification of the area of the college affected (required to respond), and decision about who should notify SUNY counsel, the attorney general, or other parties. When legal papers of any kind are served upon a campus employee or the college, the campus liaison should be contacted immediately and the legal papers should be forwarded to the liaison.

If the associate vice president for finance and management/comptroller is unavailable, the referral should be made to the assistant to the vice president for special projects in Finance and Management.

This procedure is especially important when legal papers request personnel files or information on students or are requests made under the USA Patriot Act. Various other rights, such as those afforded by FERPA (Family Educational Rights and Privacy Act), the Personal Privacy Protection law, and collective bargaining agreements, are involved in those situations.

Emergency Calls on Campus

Posted:

For all emergencies on campus, call University Police directly at ext. 6333. Calls to 911 will be redirected by the City of Buffalo 911 operator to University Police and could waste valuable response time. The blue-light phones located throughout the campus and in most campus parking lots are a direct link to University Police and will ensure an immediate response. Please call University Police at ext. 6333 with questions or concerns regarding campus safety.

College Senate Meeting, Caucus

College Senate Survey on PIN Pilot Program

As discussed at Friday’s meeting of the College Senate, a survey is currently being prepared to query all on campus regarding (a) their experience and satisfaction in use/non-use of the PIN to enforce advisement of target groups, and (b) their opinions as to whether or not the use of the PIN should remain voluntary. The survey will be available to all campus members, including students, during the week of April 26.

The following week, in two open forums, a report summarizing the results of the survey will be shared, and PIN usage discussed. The forums will take place in Cleveland Hall 205 on Tuesday, May 4, from 12:15 to 1:30 p.m. and Wednesday, May 5, from 12:30 to 1:30 p.m. Please participate in this process. The College Senate and Information Services and Systems are cosponsoring the survey and open forums.

College Senate Elections Extension for M/C, Support Staff

Due to an oversight, the names of support staff and management/confidential employees were not entered in the computer system for the at-large Senate elections, preventing many people from voting. To correct this problem, a special election has been set up athttp://bscintra.buffalostate.edu/vote/ for only these employees. Votes must be cast between Monday, April 19, and 11:59 p.m. Friday, April 23. Voting for faculty and professional staff concluded on April 16, and this error did not affect the University Faculty Senate election. The Senate Bylaws Committee apologizes for the error.

Purchase Requisition Deadlines

Requisitions for supplies, materials, services, and equipment from fiscal year 2009–2010 funds must be received in the Procurement Office by the close of business on the following dates:

$20,000 or more (noncontract)
Monday, May 3

$20,000 or more (contract)
Friday, May 28

Less than $20,000
Friday, June 4

Furniture orders (all)
Friday, May 28

Purchase requisitions for computer equipment and equipment replacement requirements, as well as purchases through OfficeMax for office supplies, also must adhere to these deadlines.

Important note: It is the responsibility of departments to ensure that all requisitions for fiscal year 2009–2010 are received in the Procurement Office by the above deadlines. Late requisitions will not be processed. Requests received through campus mail after the deadlines will be returned.
