Fall Forum Call for Submissions: Deadline Tomorrow

All faculty and staff are invited to organize an exhibit to present current research, creative activity, or other scholarship at the 10th annual Faculty and Staff Research and Creativity Fall Forum on Thursday, October 29, in the Houston Gym. Individual, departmental, or group exhibits are welcome. Titles and abstracts/descriptions are to be submitted electronically by Friday, September 25.

The 2009 forum will highlight faculty with research projects that are focused on addressing global issues at home and in the world and/or have involved collaboration with international colleagues. This provides faculty and staff an opportunity to showcase their research and projects that focus on matters significant to multicultural communities in Western New York and abroad.

The goal of the forum is to develop, encourage, and support Buffalo State College faculty and staff research and creativity, and to make collaborative research endeavors and grantsmanship more accessible. This is an excellent opportunity to network with other Buffalo State faculty and staff and to identify common scholarly and creative interests that you may have.

Appointments

From the Interim Provost
I am pleased to announce the following academic and administrative appointments for 2009–2010:

SCHOOL OF ARTS AND HUMANITIES

James Hamm has been appointed interim director of the art conservation program. Hamm has taught paintings conservation at Buffalo State for 23 years. He earned his M.A. degree and certificate of advanced study in art conservation in 1978 from the Cooperstown Graduate Program in Art Conservation, SUNY College at Oneonta. He managed a private art conservation business for eight years with his wife and business partner, a paper conservator, before entering the academic world. Hamm was honored with the President’s Award for Excellence in Teaching in 2007.

Shirley Hayes has been appointed chair of the Art Education Department. Hayes began teaching at Buffalo State in 2005. She earned a Ph.D. in art education with a minor in the area of curriculum and instruction from the Pennsylvania State University in 1997. She has held previous positions at Middle Tennessee State University, George Mason University, and Kent State University. For 12 years, she taught visual art in grades pre-K–12. Prior to university teaching, Hayes held the position of state art consultant with the Tennessee Department of Education, assuming the charge of writing art education curriculum and organizing and conducting professional development workshops for art teachers across the state.

George T. Hole, SUNY Distinguished Teaching Professor and interim chair of the Fine Arts Department, now also serves as interim chair of the Design Department. He previously served several terms as chair of the Philosophy and Humanities Department. Hole joined the Buffalo State faculty in 1965. In 1968, he received his Ph.D. in philosophy from the University of Rochester, where he had earlier earned a B.A. in physics. He is the author of the book Thinking Well About What Matters, published in 1993, as well as numerous articles and poems. Hole was inducted into the University of Rochester Sports Hall of Fame for records in football and track, set a state record in the 45–50 age group in the 100-meter dash at the Empire State Games, and currently plays competitive racquetball.

SCHOOL OF THE PROFESSIONS

Rebecca Dowsey has been appointed interim chair of the Hospitality and Tourism Department. Dowsey joined the Hospitality and Tourism Department in 2001. Prior to coming to Buffalo State, she served as the coordinator for the hospitality management program at Villa Maria College. She has an M.S. in education from Niagara University and more than 10 years of professional experience in the hospitality industry.

Timothy L. Gallineau currently serves as interim chair of the Student Personnel Administration Department. Gallineau joined the Student Personnel Administration Department in 1994. Prior to coming to Buffalo State, he held positions as dean of students at Slippery Rock University and vice president for student development at St. Bonaventure University. His doctorate is in educational administration from the University of Akron.

Carolyn M. Hilarski has been appointed chair of the Social Work Department. Hilarski joined the Social Work Department in 2006. Prior to coming to Buffalo State, she held positions at Rochester Institute of Technology and North Carolina State University. She holds a Ph.D. from the University at Buffalo and is the author of numerous articles, book chapters, and conference presentations.

SCHOOL OF NATURAL AND SOCIAL SCIENCES

Felix L. Armfield, professor of history and social studies education, has been appointed associate director of the Monroe Fordham Regional History Center. Armfield received his Ph.D. from Michigan State University and has been a member of the Buffalo State College faculty since 2000. His research is on U.S. history, African-American history, archival administration, and local black history.

Theodore F. Byrley currently serves as chair of the Economics and Finance Department. Byrley received his M.B.A. and Ph.D. from the University of Cincinnati and has been a member of the Buffalo State College faculty since 1990. He is also a chartered financial analyst and past president of the Buffalo Society of Security Analysts. His research interests include financial economics, monetary theory, and macroeconomics. He received the SUNY Chancellor’s Award for Excellence in Teaching in 2005.

Kelly M. Frothingham has been appointed chair of the Geography and Planning Department. Frothingham received her Ph.D. from the University of Illinois at Urbana-Champaign and joined Buffalo State College in 2000. Her research interests include the relationships between fluvial dynamics and aquatic habitat in stream systems affected by human activity, stream channel restoration and naturalization, and interdisciplinary ecosystem-based watershed management. A graduate of Buffalo State, Frothingham received the college’s Young Alumnus Achievement Award in 2008.

Gary S. Welborn has been appointed chair of the Sociology Department. Welborn received his Ph.D. from the University at Buffalo and joined the Buffalo State faculty in 1993. His research focuses on social relations in the workplace and industrial forms of social organization. He is also concerned with the process of urban community revitalization, especially collaborative structures that are resident driven, and the relationship between Buffalo State College and the community.

SCHOOL OF EDUCATION

Nancy A. Chicola currently serves as chair of the Elementary Education and Reading Department. Chicola received her doctorate in administration, supervision, and curriculum from the University of Colorado at Denver. Her university teaching experience and research interests revolve around social studies education and school leadership. She has published numerous articles on the arts in social studies instruction and culturally responsive teaching as well as two books, Discovering World Geography andCreating Caring Communities. Chicola has been a member of the Elementary Education and Reading Department since 2000 with prior experience as an instructor and department chair at St. Bonaventure University.

Nanci M. Monaco has been appointed chair of the Educational Foundations Department. Monaco received her B.S. in psychology from Union College in 1978 and her Ph.D. in counseling and educational psychology in 1984 from the University at Buffalo. She is also a licensed psychologist with a private practice specializing in family violence, divorce, and traumatized children. In 1990, she was awarded the New York State Chancellor’s Award for Excellence in Teaching. She was the recipient of the Mental Health Professional of the Year award from the National Association of First Responders in 2007 for her work with survivors of Hurricane Katrina. In 2008, she was awarded the President’s Award for Excellence in Teaching.

Patricia A. Recchio has been appointed teacher certification coordinator. Recchio graduated from Buffalo State in 2004 with a B.S. in early childhood education and is currently completing her master’s degree in curriculum and instruction. She taught preschool for several years at Infant of Prague School in Cheektowaga and St. Benedict’s School in Eggertsville before accepting a position as a teacher certification specialist for Erie 1 BOCES in March 2008.

Individual Development Awards 2007–2009

The State of New York/United University Professions Joint Labor-Management Committees have announced the allocation of funds for Individual Development Awards for the two-year period July 2, 2007, through July 1, 2009. This program is intended to assist employees in the UUP bargaining unit in developing their full professional potential and in preparing for advancement by funding professional development activities. The maximum award is $1,000. Applications from those who have not been funded previously are encouraged.

The total amount to be distributed at Buffalo State over the two-year period is $49,388.

The Individual Development Awards Committee will review applications, taking into consideration whether proposed activities will enable applicants to meet one or more of the criteria (a–e) specified in Article XII, Title A, B, or C, of the Policies of the Board of Trusteesconcerning employees’ evaluation and promotion.

An employee may submit only one application for each of the two years.

Award Period
The Individual Development Awards Committee will now begin reviewing applications for the first year of the two-year period. The first award period covers professional development activities commenced on or after July 2, 2007, and completed on or before July 1, 2008.

Applications for Individual Development Awards for the period July 2, 2007, through July 1, 2008, must be submitted by May 30, 2008. (See Application Procedure below.) A second round of applications for the period July 2, 2008, through July 1, 2009, will be announced at a later date.

Eligibility Requirements
Full-time employees must be in the UUP bargaining unit at the time of the award and during the dates of the proposed project. Full-time employees who accrue annual leave will not be required to charge credits for any activities funded by Individual Development Awards.

Part-time employees who meet the eligibility requirements for 26-week coverage for health benefits will have the same eligibility for Individual Development Awards. Part-time employees who are eligible for health benefits during the summer also are eligible for funding for activities that occur during the summer, whether or not they are on the payroll.

The Individual Development Awards Committee will give preference for a minimum of 15 percent of the available funds to employees holding part-time appointments at the time of their activity if sufficient applications are received. Part-time employees who accrue annual leave will not be required to charge credits for any activities funded by Individual Development Awards.

Types of Projects or Activities
Projects or activities must fall within the following categories:

 

  • Basic, applied, or historical research.
  • Curricular or instructional material development.
  • Workshop, seminar, internship, or coursework not covered by Contract Article 46 or SUNY tuition waiver.
  • Conference participation or attendance.
  • Preparation of material for publication.
  • Grant-proposal development.
  • Artistic or creative endeavors.
  • Professional reading or independent study.
  • Other work-related professional development projects or activities.

 

Types of Support

 

  • Registration fee(s) for conferences or workshops.
  • Consumable supplies (paper, pens, postage, etc.).
  • Nonconsumable supplies, e.g., books, software, etc. (Any nonconsumable supplies purchased with Individual Development Award funds become the property of the State of New York/State University of New York.)
  • Travel and related expenses (includes lodging and meals).
  • Research support (e.g., computer time, network access or support, clerical support).
  • Equipment lease or purchase. (Any equipment purchased with Individual Development Award funds becomes the property of the State of New York/State University of New York.)
  • Tuition and course-related supplies. The maximum allowance for tuition is the SUNY rate at the time of application (currently $181 per undergraduate credit or $288 per graduate credit).

 

All funding requests must conform to the State Comptroller’s Rules and Regulations and limitations contained therein. Specific questions about travel and other reimbursement information should be addressed to the Accounting Office, Cleveland Hall 414. Additional justification for specific items may be requested.

Funding Priorities

  • Faculty or staff presenting research papers, posters, or juried exhibitions.
  • Faculty in fields with rapidly changing technology attending workshops/conferences to keep skills current.
  • Job-related skill enhancement workshops or training institutes.
  • Continuing education related to job responsibilities.
  • Proportional distribution between faculty, professionals, and librarians.

 

Application Procedure
Applications must be received by the Individual Development Awards Committee in care of the Human Resource Management Office, Cleveland Hall 403, by 5:00 p.m. Friday, May 30, 2008. Applications and guidelines are available online or in the Human Resource Management Office. The committee strongly encourages the electronic submission of applications. Along with the completed application, applicants must submit the following:

 

  • A current curriculum vitae.
  • A job description (if professional staff)
  • A list of any other grant support for the project or activity, including the amount of such support.
  • A brochure, announcement, or other relevant material describing the program and costs. (If material is not yet available, send as soon as possible.)
  • If presenting, a notification of acceptance or invitation. (If notification is not yet available, send as soon as possible. Funding is contingent upon notification of acceptance.)
  • Any other supporting documentation.

 

Notification of Awards
Applicants will be notified of award decisions for the first period by Monday, June 30, 2008.

Reimbursement Procedure
Reimbursement of actual expenditures will be handled through the Accounting Office, Cleveland Hall 414, and must comply with the State Comptroller’s Rules and Regulations and limitations contained therein. Questions regarding rates of reimbursement should be directed to the Accounting Office.

Award recipients must submit New York State vouchers and original receipts within 30 days of the completion of the project or activity, or within 30 days of award notification if the funded project or activity has already been completed. Award recipients who are unable to complete a project as planned must notify the Individual Development Awards Committee as soon as possible. Failure to notify the committee may result in the applicant’s ineligibility for future awards. Vouchers and receipts not submitted in a timely manner will result in forfeiture of entitlement to reimbursement.

All funds for the first award period must be spent by July 1, 2008.

Presidential Search Update

From the Chair of the Presidential Search Advisory Committee
Buffalo State College hosted our search consultant, Dr. Jessica Kozloff of Academic Search, on campus September 10 and 11 for two full days of meetings with our many important constituencies. The College Council also hosted a dinner for Jessica on September 10. Jessica has asked me to convey her appreciation to everyone for their hospitality and their participation during her meetings. Her visit was very successful from both our standpoints, as she is left with a much greater understanding of our college and our many outstanding people and academic programs. Her enhanced knowledge of Buffalo and the very positive impressions that she formed during her time here will surely make her a more effective recruiter on our behalf.

The ad has begun to run in academic journals such as the Chronicle of Higher Education. We will begin to receive résumés during the next eight weeks and will schedule initial off-campus interviews in December.

Thank you again for your participation during Dr. Kozloff’s visit to campus.

Welcome to another volume of the Buffalo State CollegeBulletin. We’ve made a few changes to the layout over the summer and, we hope, streamlined the publication for easier reading.

Candidates are being sought for all Senate standing committees in preparation for the 2009–2010 academic year. Please consider membership on a standing committee. A committee member’s term is two years, renewable upon request. The application form is available on the Committees page of the Senate Web site, along with instructions for completion. Chairs of the College Senate standing committees will establish committees, in most cases, prior to the first meeting of the College Senate in September. Final reports of the standing committees are now posted on the College Senate Web site.

Buffalo State College Policy on Persons with Disabilities

From the Senior Adviser to the President for Equity and Campus Diversity
It is the policy of Buffalo State College that no otherwise qualified person with a disability shall, solely by reason of the disability, be excluded from participation in employment or access to programs of the college. The following statement appears in the Directory of Policy Statements:

  • The State University College at Buffalo will not discriminate against any employee, applicant for employment, or student because of physical or mental handicap with regard to any position or program for which that person is qualified. This commitment is applicable in all employment practices including but not limited to employment upgrading, demotion or transfer, recruitment, layoff or termination, rates of pay or other forms of compensation, and selection for training (Policy No. VI:01:03, 1985).
  • Although the statement pre-dates the Americans with Disabilities Act of 1990, it does express the college policy with regard to persons with handicapping conditions that can be related to persons with disabilities as in the more recent federal legislation. In carrying out this policy, the college shall make a good-faith effort to reasonably accommodate the physical and/or mental limitations of an employee, applicant for employment, or student unless such accommodations would impose undue hardship on the operation of the college.
  • The college will not deny an employment opportunity to an individual because the individual has a relationship or association with an individual who has a disability.
  • The college will not knowingly participate in a contractual or other arrangement that subjects an applicant for employment, an employee, or a student with a disability to unlawful discrimination.
  • The college will not discriminate or retaliate against any individual, whether or not the individual has a disability, as a result of an individual opposing a discriminatory practice, filing a discrimination complaint, or participating in any way in enforcing the Americans with Disabilities Act.

Complaints and Grievances Related to Allegations of Discrimination Based on Disabilities
The State University College at Buffalo will follow the SUNY Grievance Procedures for the Review of Allegations of Discrimination to resolve complaints of unlawful discrimination based on disabilities.

Complaints are filed in the Equity and Campus Diversity Office, Cleveland Hall 415, 878-6210, 1300 Elmwood Avenue, Buffalo, NY 14222.

Complaints should be addressed to Dolores E. Battle, Ph.D., senior adviser to the president for equity and campus diversity, who has been designated by the college president to coordinate the ADA compliance efforts.
