From the Interim Provost
I am pleased to announce the following academic and administrative appointments for 2009–2010:

SCHOOL OF ARTS AND HUMANITIES

James Hamm has been appointed interim director of the art conservation program. Hamm has taught paintings conservation at Buffalo State for 23 years. He earned his M.A. degree and certificate of advanced study in art conservation in 1978 from the Cooperstown Graduate Program in Art Conservation, SUNY College at Oneonta. He managed a private art conservation business for eight years with his wife and business partner, a paper conservator, before entering the academic world. Hamm was honored with the President’s Award for Excellence in Teaching in 2007.

Shirley Hayes has been appointed chair of the Art Education Department. Hayes began teaching at Buffalo State in 2005. She earned a Ph.D. in art education with a minor in the area of curriculum and instruction from the Pennsylvania State University in 1997. She has held previous positions at Middle Tennessee State University, George Mason University, and Kent State University. For 12 years, she taught visual art in grades pre-K–12. Prior to university teaching, Hayes held the position of state art consultant with the Tennessee Department of Education, assuming the charge of writing art education curriculum and organizing and conducting professional development workshops for art teachers across the state.

George T. Hole, SUNY Distinguished Teaching Professor and interim chair of the Fine Arts Department, now also serves as interim chair of the Design Department. He previously served several terms as chair of the Philosophy and Humanities Department. Hole joined the Buffalo State faculty in 1965. In 1968, he received his Ph.D. in philosophy from the University of Rochester, where he had earlier earned a B.A. in physics. He is the author of the book Thinking Well About What Matters, published in 1993, as well as numerous articles and poems. Hole was inducted into the University of Rochester Sports Hall of Fame for records in football and track, set a state record in the 45–50 age group in the 100-meter dash at the Empire State Games, and currently plays competitive racquetball.

SCHOOL OF THE PROFESSIONS

Rebecca Dowsey has been appointed interim chair of the Hospitality and Tourism Department. Dowsey joined the Hospitality and Tourism Department in 2001. Prior to coming to Buffalo State, she served as the coordinator for the hospitality management program at Villa Maria College. She has an M.S. in education from Niagara University and more than 10 years of professional experience in the hospitality industry.

Timothy L. Gallineau currently serves as interim chair of the Student Personnel Administration Department. Gallineau joined the Student Personnel Administration Department in 1994. Prior to coming to Buffalo State, he held positions as dean of students at Slippery Rock University and vice president for student development at St. Bonaventure University. His doctorate is in educational administration from the University of Akron.

Carolyn M. Hilarski has been appointed chair of the Social Work Department. Hilarski joined the Social Work Department in 2006. Prior to coming to Buffalo State, she held positions at Rochester Institute of Technology and North Carolina State University. She holds a Ph.D. from the University at Buffalo and is the author of numerous articles, book chapters, and conference presentations.

SCHOOL OF NATURAL AND SOCIAL SCIENCES

Felix L. Armfield, professor of history and social studies education, has been appointed associate director of the Monroe Fordham Regional History Center. Armfield received his Ph.D. from Michigan State University and has been a member of the Buffalo State College faculty since 2000. His research is on U.S. history, African-American history, archival administration, and local black history.

Theodore F. Byrley currently serves as chair of the Economics and Finance Department. Byrley received his M.B.A. and Ph.D. from the University of Cincinnati and has been a member of the Buffalo State College faculty since 1990. He is also a chartered financial analyst and past president of the Buffalo Society of Security Analysts. His research interests include financial economics, monetary theory, and macroeconomics. He received the SUNY Chancellor’s Award for Excellence in Teaching in 2005.

Kelly M. Frothingham has been appointed chair of the Geography and Planning Department. Frothingham received her Ph.D. from the University of Illinois at Urbana-Champaign and joined Buffalo State College in 2000. Her research interests include the relationships between fluvial dynamics and aquatic habitat in stream systems affected by human activity, stream channel restoration and naturalization, and interdisciplinary ecosystem-based watershed management. A graduate of Buffalo State, Frothingham received the college’s Young Alumnus Achievement Award in 2008.

Gary S. Welborn has been appointed chair of the Sociology Department. Welborn received his Ph.D. from the University at Buffalo and joined the Buffalo State faculty in 1993. His research focuses on social relations in the workplace and industrial forms of social organization. He is also concerned with the process of urban community revitalization, especially collaborative structures that are resident driven, and the relationship between Buffalo State College and the community.

SCHOOL OF EDUCATION

Nancy A. Chicola currently serves as chair of the Elementary Education and Reading Department. Chicola received her doctorate in administration, supervision, and curriculum from the University of Colorado at Denver. Her university teaching experience and research interests revolve around social studies education and school leadership. She has published numerous articles on the arts in social studies instruction and culturally responsive teaching as well as two books, Discovering World Geography andCreating Caring Communities. Chicola has been a member of the Elementary Education and Reading Department since 2000 with prior experience as an instructor and department chair at St. Bonaventure University.

Nanci M. Monaco has been appointed chair of the Educational Foundations Department. Monaco received her B.S. in psychology from Union College in 1978 and her Ph.D. in counseling and educational psychology in 1984 from the University at Buffalo. She is also a licensed psychologist with a private practice specializing in family violence, divorce, and traumatized children. In 1990, she was awarded the New York State Chancellor’s Award for Excellence in Teaching. She was the recipient of the Mental Health Professional of the Year award from the National Association of First Responders in 2007 for her work with survivors of Hurricane Katrina. In 2008, she was awarded the President’s Award for Excellence in Teaching.

Patricia A. Recchio has been appointed teacher certification coordinator. Recchio graduated from Buffalo State in 2004 with a B.S. in early childhood education and is currently completing her master’s degree in curriculum and instruction. She taught preschool for several years at Infant of Prague School in Cheektowaga and St. Benedict’s School in Eggertsville before accepting a position as a teacher certification specialist for Erie 1 BOCES in March 2008.
