Gounard, director of international student affairs and vice president for advocacy of the Western New York and Northwestern Pennsylvania Chapter of the Fulbright Association, spoke on the latest developments of the Fulbright program at a Fulbright meeting of the chapter at Daemen College in Buffalo on December 7.
