Bruce L. Fisher, director, Center for Economic and Policy Studies, presented “Interrupted Evolution: Regional Governance and the Five Crises of Upstate New York” on May 19. The forum was the “Something Has to Give” conference, organized by the Brockport State College Department of Public Administration and held at the Rochester Institute of Technology conference center.
